Comments to BOS on Independent Redistricting Commission

Re: January 16, 2024 Board of Supervisors Study Session to review the proposed County Ordinance to create a County of San Luis Obispo Citizens Independent Redistricting Commission

The League of Women Voters of San Luis Obispo County thanks the Board of Supervisors for continuing to work towards establishing an Independent Redistricting Commission (IRC) for SLO County and for holding this Study Session to solicit public input. We also commend county staff on a clear and thorough report on the background and options for creating an IRC. A 2022 poll by Capitol Weekly found that 90% of CA voters agree that all local redistricting should be done
by independent commission. The work this board is doing reflects the momentum of support for IRCs statewide.

In January 2023, and again in September 2023, the League gave public comment supporting an IRC for SLO County. At that time we considered two options – a board resolution establishing an IRC or a ballot measure to be voted on by county voters. We supported a ballot measure over a board resolution. Tonight’s study session should help the board decide the best path forward.

We urge the board to provide direction to county staff to take the necessary steps to establish an IRC in time for the 2030 redistricting process. To assist the public in understanding how an IRC works, the League stands ready to assist in educating voters on how an IRC will impact future county elections.
